Broseta is expanding its presence in Portugal with the addition of João Maria Cabral Menéres and José Saraiva de Lemos as of counsel to its Public Law department.

José Saraiva de Lemos has over 20 years of experience advising on administrative matters, public procurement, and administrative litigation, working with both public administration bodies and private entities across various sectors. He has held legal advisory roles at the Câmara Municipal de Lisboa, Alcatel Portugal, Azores International Tourism Club Hotel, and Grupo Edifer, among others.

João Maria Cabral Menéres has more than 30 years of professional experience advising private and public entities on administrative law, public procurement, and civil and administrative litigation. Throughout his career, he has worked for organizations such as Metropolitano de Lisboa and ANA – Aeroportos de Portugal.
